Mr. Davis is proud to serve as the fourth President of Wightman. He has been with the firm over 23 years and is responsible for the planning, funding, design, and construction of Tribal lands, as well as municipal building, water, sewer, bridge, wastewater treatment, and site-design projects. His focus for the past 17 years has been helping tribes develop their communities and strengthen their sovereignty. He excels at identifying, acquiring and coordinating project funding and the development and preservation of Tribal Lands.


Steve C. Carlisle, P.E.

Director of Engineering

Mr. Carlisle serves as the Director of Engineering for Wightman. and has been with the company for over 21 years. He is responsible for analysis, design and construction management for both municipal and private engineering projects. His experience includes municipal streets and utilities, private subdivisions, municipal planning and parks and recreation facilities. Steve is an expert with regards to road design, road project funding, parks and recreation planning, trail projects and road condition evaluation which includes recommending proper fixes for local roads.


Brian Lieberg, P.S.

Director of Surveying

Mr. Lieberg currently directs survey operations at Wightman, managing staff in Allegan, Benton Harbor and Portage offices. He has been with the company since 1994. As Director, he manages staff, develops and implements policies and procedures regarding surveying practices and provides project management for large scale survey projects. Throughout, his career he has been involved in a variety of large scale projects include the Harbor Shores project, work with American Electric Power as well as other various projects. In addition to his role with Wightman, Brian serves as a firefighter for Royalton Township and as chair of the Planning Commission for Royalton Township.


Mickey Bittner, P.E.

Allegan Office Director

Mr. Bittner has been with Wightman for 20 years and currently serves as the Allegan Office Director. He serves as a QA/QC Engineer with responsibility for analysis, design, and construction management for both municipal and private engineering projects. His experience includes municipal roadway, multipurpose trails, water main and sewer designs, as well as assisting communities in obtaining grants and loans and preparing feasibility studies. He is an expert in the following areas: Infrastructure Funding / Grant programs, combined plans – Master Plan / Recreation Plan / Capital Improvements Plan / DDA Plan, work with MDOT on project development, design and construction administration, PASER Road Ratings & Transportation CIP and Public Engagement for infrastructure projects.


Alan C. Smaka, P.E.

Educated as both a surveyor and civil engineer, Alan has been with Wightman for 21 years, serving in several capacities including surveyor, construction inspector, engineering assistant, and most currently project manager and municipal engineer. He currently serves as the Portage Office Director. Mr. Smaka has worked with Wightman's municipal and private clients on varying projects, ranging from comprehensive planning projects to multi-million dollar infrastructure and environmentally sensitive projects. Alan’s areas of expertise include: lake sewer systems and intergovernmental cooperation, water systems, sewer systems, treatment systems and feasibility studies and financial analysis. Alan was named a Business Leader Under 40 by Moody on the Market in 2018.


Jamie Balkin

Jamie Balkin serves as the director of marketing for the company’s three offices in Benton Harbor, Allegan and Portage. Jamie holds a Bachelor of Arts Degree in Communications from Saint Mary’s College in Notre Dame, Indiana. She brings 20 years of past experience to her position.


Lisa Borre

Lisa Borre is proud to serve as the HR Director for Wightman providing strategic and operational HR advisory services across the three locations. Lisa has HR experience with Vi Living, Amazon, FITCH/WPP and carries both the SHRM-SCP & SPHR professional certifications. Lisa holds a Bachelor of Arts Degree in Interdisciplinary Studies (HR, Psychology, and Business) from Michigan State University and Master in Business Administration from Loyola University Chicago.


Mike Williams

Mike Williams joined the firm as Finance Director in April 2016 and is responsible for Finance, Accounting, Treasury, Risk Management, and Information Technology. Mike joined Wightman with 18 years of experience in finance and accounting in various roles of increasing responsibilities. In addition to working at Stryker, he most recently was the Controller of Ranir, LLC. Mike holds a Bachelor of Business Administration in Accounting from Western Michigan University and a Master’s of Science in Taxation from Grand Valley State University.


Gregory H Monberg, AIA, MBA, ALEP, LEED AP BD+C

Mr. Monberg is pleased to serve as the Director of Architecture for Wightman. He brings to the firm almost 25 years of experience with communities in Southwestern Michigan and Northern Indiana through planning, architecture and design for municipal, commercial, and educational clients. He is a passionate advocate for meeting our clients’ needs though design thinking, a collaborative process which consistently delivers original, high-quality, cost-effective solutions while emphasizing principles that encourage community, harmony with nature and economy of resources and energy. He currently serves as the Area 3 governor (Michigan, Indiana) of the Midwest Great Lakes (MWGL) Region of the Association for Learning Environments and serves on the Accredited Learning Environment Planner Commission as the MWGL representative.


Sarah Proceviat

Management Consultant-Director of Environmental Service

Sarah Proceviat joins the company as Management Consultant - Director of Environmental Services. In this role, she will develop and manage the strategic direction of the company’s environmental testing, risk assessment, compliance, and permitting services; oversee daily operations of the department consistent with organizational goals; and cultivate business relationships with new and existing clients. She has 15 years of environmental-related managerial experience. She holds undergraduate and graduate degrees in biological sciences from Canada. She has numerous academic publications to her credit, and she has been a guest lecturer at academic institutions as well as at numerous conferences and workshops.
